On June 1, 2021, the Ministry of the Solicitor General announced Ontario’s Contraband Strategy and Action Plan to enhance contraband detection and prevention. According to Ontario, the provincial government has introduced a series of measures including investments in more tools and technology to increase detection, enhanced security measures, and improved the collection, analysis and sharing of data with justice sector partners to ensure the safety of staff and individuals in custody.

As part of this work, the Ministry of the Solicitor General is proposing to create an updated regulatory framework under the Ministry of Correctional Services Act (MCSA) for strip searches of people in custody in Ontario’s adult correctional institutions.

A summary document seeking input on the scope of potential changes to Regulation 778 is now posted on Ontario’s Regulatory Registry in English and French for public feedback.
